Edouard Philippe thus assured at the end of the Minister´s Council on Wednesday, March 25 that "the health emergency animates all minds today, but it is also, and it will be more and more, an economic shock, a social shock: we are only at the beginning of the crisis ". He then announced that the Council of Ministers had adopted 25 ordinances. It has been a "historic" record since 1958, as the Prime Minister pointed out when he enumerated the provisions which must protect citizens and limit social and economic damage. It is a "sign that the emergency dictates its law", added the French Prime Minister, explaining about France "our country is today legally armed to organize a state of health emergency ".
